ℹ Information on compulsory motor insurance for travel to Turkey
Legal basis
According to 2918 Sayılı Karayolları Trafik Kanunu (Law No. 2918 ‘Road Traffic’), Article 91 and subsequent provisions stipulate that the owner or operator of a motor vehicle is required to have a valid compulsory liability insurance policy (zorunlu mali sorumluluk sigortası) in case of participation in road traffic.
There is also a provision stating: ‘In other words, a vehicle without valid insurance cannot be driven on the road.’

‘According to Article 91 of the 1983 Highway Traffic Law No. 2918, motor vehicle operators are required to obtain compulsory financial liability insurance to cover damage caused by the vehicle they operate to third parties.’
(Translation: ‘According to Article 91 of Law No. 2918 of 1983, operators of motor vehicles are required to take out compulsory financial liability insurance for damage to third parties.’)
Why do you need insurance?
• Insurance covers liability to third parties — that is, if your car causes damage to another vehicle, property or person while in Turkey, the policy will cover such damage.
• Valid insurance is a prerequisite for legally driving a car on Turkish roads. If you do not have insurance, your car may be taken off the road, stopped or suspended from use.
• Insurance gives you peace of mind: you minimise the risk of incurring significant costs in the event of an accident or incident in Turkey.
Consequences of not having insurance
• During a traffic police check, a vehicle without a valid insurance policy may be temporarily removed from circulation (trafikten men edilir) until a valid insurance policy is presented.
• Administrative fines may be imposed for driving a vehicle without the necessary insurance.
• In the event of an accident and lack of insurance, you will be forced to pay for the damage to the injured party yourself, without the involvement of an insurance company. This significantly increases the risks and possible costs.
• For foreign vehicles (or foreigners entering Turkey with a vehicle), insurance is also mandatory: lack of insurance can lead to problems with further travel or the vehicle's stay in the country.
